ABI - (10) Abi 5106 Update

 

Summary

 Automated Commercial System (ACS) users have the capability to add importer names and addresses from the Customs Form (CF) 5106 (Notification of Importer's Number or Notice of Change of Name or Address) to the Importer/Consignee file. U.S. citizens should be identified by Social Security numbers and U.S. corporations should be identified by Internal Revenue Service (IRS) numbers. Customs-assigned numbers are usually only assigned to foreign nationals and companies without an IRS or Social Security number. If an importer requires an U.S. Customs-assigned number, it can be requested on Record Identifier T1 by placing an NEW in the Update Action Code data field. If there are one or more active importer records already in ACS with the same name and address, the application for a Customs-assigned number will be rejected. If there are no pre-existing active importer records in ACS with the same name and address, the application for a Customs-assigned number will be accepted and ACS will automatically assign a new format of Customs-assigned number to the importer. This new number is returned on Record Identifier T5. If name and address data needs to be changed for an importer number already on file, a hard copy CF-5106 with the correct data must be filed with the local Customs office. This data cannot be updated automatically by the user.

 To enter a 5106 Importer Update:

  1. Click Import, ABI, (10) ABI 5106 Update
  2. Enter your initials (Must be in capital)
  3. Enter the customer number or look it up using the lookup button.
  4. If one time use, enter a specific reference number else leave blank.
  5. Choose an update code.  Add - to add new U.S. importer.  New - for foreign to get CBP number.
  6. Fill in the address information as required.
  7. Click Ok to create or Cancel to exit.

 

 

Field Name

Description

Initials Your initials
Cust. No. The number you assigned to the Customer
Ref. No. The single use reference number
Update Code Valid codes are Add an importer number or New to apply for a CBP assigned number
Importer No. A code identifying the importer. If the update action code is New, space fill.
Importer Name The first line of the importer's name.
ISO The International Organization for Standardization (ISO) country code representing the country where the importer is located.  Space fill for a U.S. address.  Provide the appropriate two‑position ISO code for all foreign addresses including Canada.  Valid ISO country codes are listed in Appendix B.
Type

A code identifying the type of importer.  This code is required for all U.S. importers.  Valid Importer Type Codes are:

 C = Corporation
 P = Partnership
 I  = Individual
 S = Sole Proprietor

Qualifier

A code qualifying the second line of the importer name.  Valid Name Qualifier Codes are:

 DIV = The name of the parent company if the importer is a division under the parent company.
 DBA = The name the importer is doing business as.
 AKA = The name the importer is also known as.

Primary Address 1 The first line of the importer's mailing address.  If the importer has separate mailing and business addresses, the mailing address must be shown as the first address.  If the mailing address is a post office box, a second address must be provided. If the mailing address is a rural route and box number or HC (Highway Contract) and box number, a second address is not required. (An HC is a contract awarded to a bonded individual to deliver the mail in remote areas by the U.S. Postal Service.)
Address 2 The second line of the importer's address.  Space fill if the address is foreign.
City The city where the importer is located.
State The code representing the state where the importer is located.
Zip The ZIP code of where the importer is located.
Secondary Addr 1 The business address if it is different from the mailing address in positions 48‑79, Record Identifier T1. If the mailing address is an U.S. Post Office box or a drawer, this data field is mandatory.  Space fill if the address is foreign.
Address 2 The second line of the secondary address. Space fill if the address is foreign.
City The city name of the secondary address associated with the importer.
State The state code assigned by the United States Postal Service for the secondary address.
Zip The ZIP code assigned by the United States Postal Service for the secondary address.

GENERAL GUIDELINES:
1. All names and addresses are to be in their English translation.
2. Temporary addresses like "General Delivery," "In Care Of (C/O)," And hotels or trade shows are not to be used.
3. All elements of the name and address should be spelled out in their entirety unless specific instructions to do otherwise are given.
4. All street addresses are to be the official address as recognized by the U.S. Postal Service. The use of street intersections (Rte. 7 and I-95), industrial parks, shopping centers, building names and trade centers in lieu of an official street address will not be permitted – unless it is recognized by the Postal Service. You should check with your local Post Office to resolve problems with an official address prior to transmitting your CBP-5106. You may also verify addresses and zip codes at the official U.S. Postal Service web site: http://zip4.usps.com/zip4/welcome.jsp

 RULES FOR NAMES:
INDIVIDUAL NAMES:

1. Individual names will be input: LAST name first, FIRST name MIDDLE initial (with a comma after the last name)  Each element of the name will be separated by a space. Do not use a period after the initial.

 Example:WILLIAM WADSWORTH RODGERS = RODGERS, WILLIAM      WILLIAM W. RODGERS = RODGERS, WILLIAM W
2. The only acceptable punctuation marks will be:
(A) a comma after the last name, (B) an apostrophe, and (C) a hyphen.
3. No titles (such as Doctor, Professor, etc.) will be used.
4. All numbers in individual name will be in Roman Numerals.
Example:
ROBERT A. SHEFIELD THE 3RD = SHEFIELD, ROBERT A III
5. All suffixes will be abbreviated and shown after the middle initial.
Example:
ROBERT WOODROW WILSON JUNIOR = WILSON, ROBERT W JR


BUSINESS NAMES:
1. Business names will be input FIRST NAME first and each element of the business name will be separated by a space.
2. The only acceptable marks of punctuation are: (A) the apostrophe,(B) the ampersand (&), and (C) the hyphen.
3. The word "AND" will be replaced by an ampersand (&).
4. The word "THE" will be omitted.
5. The numbers in business names will be spelled out for the numbers 1-10. For numbers 11 and greater, use the Arabic numeral and the appropriate suffix. Example:
1ST NATIONAL BANK = FIRST NATIONAL BANK
UNION SEVENTY-SIX = UNION 76
6. The following abbreviations are acceptable in business names:
CO = COMPANY INTL = INTERNATIONAL INC = INCORPORATED CORP = CORPORATION
LTD = LIMITED ENT = ENTERPRISE CHB = CUSTOMS HOUSE BROKER
7. When the company name is an individual’s name and a Social Security Number is used, follow the rules for individual names.
8. If the company name is an individual’s name and an I.R. Number is used, the individual name will be input as a business name. Please review the sample transmissions at the end of this document.
9. If the business name involves a Division (DIV) or Also Known As (AKA) or Doing Business As (DBA), these qualifiers must be input as name qualifiers and NEVER, repeat NEVER, as part of the address.
10. If a U.S. State name appears in the business name, use the two-letter Postal Service state code for the name.
Example:
THE SOUTH CAROLINA EMPORIUM = SC EMPORIUM
RULES FOR ADDRESSES:
1. The new address validation program requires that all United States addresses must have a valid street, city, state and zip code. U.S. addresses and zip codes may be verified at the U.S. Postal Service web site: http://zip4.usps.com/zip4/welcome.jsp
2. Abbreviations are not to be used, except for the following acceptable abbreviations:
NORTH = N NORTHEAST = NE SOUTH = S NORTHWEST = NW EAST = E SOUTHEAST = SE
WEST = W SOUTHWEST = SW AVENUE = AVE HIGHWAY = HWY ROAD = RD BOULEVARD = BLVD
LANE = LN SQUARE = SQ CIRCLE = CIR LOOP = LOOP STREET = ST COURT = CT
PARK= PARK TERRACE = TER COVE = CV PARKWAY = PKY TRAIL = TRL DRIVE = DR

3. Apartment, Suite and Floor are to be input:
APARTMENT = APT
SUITE = STE
Apartment, suite and floor numbers are to be reported in the second line of the address (T2 input record). This is a temporary situation and will be corrected at a future date to allow the apartment, suite and floor numbers to be reported as with part of the first line of the address (T1 input record) or as part of the second line of the address (T2 input record). No other special characters will be used in the address line. See samples below: Examples:
134 WEST TARRYTOWN APT. #105 = 134 W TARRYTOWN APT 105
424 BOULEVARD LANE SUITE 200 = 424 BLVD LN STE 200
4.Post Office Box, caller, lockbox and drawer addresses will be input as PO BOX NN.
Examples:
Drawer #875 will be "PO BOX 875" and
Post Office Box #5301 will be "PO BOX 5301."
5. When the street name is numeric, use the Arabic numeral and appropriate suffix. Example: 1234 Fifth Avenue will be input as "1234 5TH AVE".
6. The terms Army Post Office and Foreign Post Office will be abbreviated to "APO" and "FPO" respectively. The city name will be spelled out in its entirety, such as “APO SAN FRANCISCO".
7. ZIP Codes will be entered using the first 5 digits ONLY. Even if the PLUS 4 Code is known, please enter only the first 5 digits. The address validation will add the PLUS 4 digits when the address is validated and will update the importer / consignee file accordingly.

RULES FOR INTERNATIONAL ADDRESSES:
1.The new address validation program requires that Canadian and Mexican addresses must have a valid street, city, state and zip or postal code. State codes, province codes and zip or postal codes for Canadian and Mexican addresses can be verified using the internet.  Canadian addresses and postal codes may be verified at the Canadian Postal Authority web site: http://www.canadapost.ca/personal/tools/pcl/bin/quick-e.asp    Mexican addresses and postal codes may be verified at the Mexican Postal Authority web site: http://www.sepomex.gob.mx/sepomex/servicios/ofpostales/


2. For Canadian addresses, the province code will be placed in the state-code field, using the following province codes:
AB = ALBERTA PE = PRINCE EDWARD ISLAND
NB = NEW BRUNSWICK QC = QUEBEC
BC = BRITISH COLUMBIA SK = SASKATCHEWAN
MB = MANITOBA NT = NORTHWEST TERRITORIES
NS = NOVA SCOTIA NL = NEWFOUNDLAND AND LABRADOR
ON = ONTARIO YT = YUKON TERRITORY
NU = NUNAVIT
3. For Mexican state codes please see the official Mexican Postal Authority web site listed above.
4. For all other foreign addresses, the state code is "FN" for foreign.
5. Canadian Postal Codes will be entered as ZIP Codes, using the following format:
ANAbNAN (Where A=Alpha Character, N=Number, b = Space).
NOTE: The Canadian codes MUST be reported with a space between the first 3 and the last 3 characters.
6. Mexican Postal Codes will be entered as ZIP Codes, using the following format:
NNNNN (Where N = Number).
7. All international addresses must include the ISO code for the country. If no ISO code is shown, the ACS system will assume that the address is a U.S. address.
8. Only one address line is allowed for a foreign address.


MISCELLANEOUS RULES:
1. There are only two (2) valid importer number formats that can be transmitted to CBP on the CBP-5106 update:
I.R.S. NUMBER = NN-NNNNNNNXX
SOCIAL SECURITY = NNN-NN-NNNN
2. If you are requesting a Customs-assigned number for a foreign name / address, it will be returned in the following format:
YYDDPP-NNNNN (in which YY=Fiscal Year, DDPP=District/Port and NNNNN=Consecutive Number).
3. You may not request, through ABI, a Customs-assigned number for a U.S. address. If a number is needed, contact your local CBP Office.
4. All CBP-5106 updates must show a proper importer type:
C = CORPORATION
P = PARTNERSHIP
I = INDIVIDUAL
S = SOLE PROPRIETOR
5. If a Post Office Box is used as a mailing address, a business (street address) must be furnished as the secondary address.
6. Attempts to update and existing importer / consignee name and address (T1 input record, update action code = U) will only be allowed if the importer / consignee does not have a continuous bond on file.
